Dian Baldé is a Fellow at the Energy for Growth Hub. A Guinean development economist with over a decade of experience shaping Africa’s energy and climate policies, he serves as Development Economist and Strategic Advisor at Maita Partners, counseling heads of state and international institutions on transformative energy, agriculture, and industrial strategies.

He recently co-led Senegal’s €2.5 billion Just Energy Transition Partnership (JETP) Strategic Framework, guiding policy frameworks, mobilizing climate finance, and advancing local-content development. As Senior Advisor to the African Development Bank, USAID Power Africa, and the Tony Blair Institute, he integrated the Water–Energy–Food nexus into development programs across 11 Sahelian countries, building a pipeline of solar-powered irrigation, cold-chain, and agro-industrial investments while mobilizing over $100 million in adaptation finance.

At the UN Capital Development Fund (UNCDF), Dian managed regional infrastructure portfolios and pioneered innovative “people-first” PPP models recognized by the United Nations as leading policy and financial innovations. He began his career developing renewable energy infrastructure, securing funding for hydro and solar projects across sub-Saharan Africa while navigating complex regulatory environments. Dian holds an MSc in Development Economics from Université Clermont-Auvergne, France.
